An external review of the independent 100 Series Rules for the Use of Force as a model set of international maritime rules for the use of force at sea by Private Maritime Security Companies and Privately Contracted Armed Security Personnel has been published by Human Rights at Sea. The detailed legal review explores the relationship of the soft law rules with established applicable East African laws. It is authored by Raphael Kamuli who is the Founder of Ubuntu Institute of Social Justice; Advocate of the High Court of Tanzania; and author for publications covering Sea Piracy Law, Human Rights Law and International Criminal Justice.
