Today, Human Rights at Sea publishes the first voluntary NGO minimum standard guidance working towards increased levels of joint co-ordination and co-operation for the on-going humanitarian relief effort in the Mediterranean region and in close co-ordination with established Rescue Coordination Centres, other State and non-State actors.
Titled: A “Voluntary Code of Conduct for Search and Rescue Operations undertaken by civil society Non-Governmental Organisations in the Mediterranean Sea” the first edition of the document is intended to act as the basis for rapid iterative development with as many key NGO stakeholders as possible.
Drafted in close co-ordination with numerous NGO stakeholders and project led by Melanie Glodkiewicz, it is based on established humanitarian principles, existing Search and Rescue Convention, applicable international law and international SAR guidance from the International Maritime Rescue Federation.
The new publication puts down a marker and provides a starting point for a more comprehensive approach between NGOs in rescuing migrants and refugees at sea. It also seeks to provide increased transparency for understanding the actions of civil society NGOs by other actors.
The publication encourages the sharing and development of joint Standard Operating Procedures. Further, it develops the concept of agreed pre-operation on-scene coordination, to include a voluntary agreement on baseline operational principles between on-scene responders prior to enacting of formal SAR operational co-ordination under well-established SAR and maritime Conventions.

Nouvelle ligne directrice pour la coordination des opérations de Recherche et Sauvetage des ONG en Méditerranée publiée
Aujourd’hui, Human Rights at Sea publie le premier document de référence définissant les normes minimales visant à augmenter le niveau de coordination conjointe et la coopération de l’aide humanitaire actuellement déployée en Méditerranée, et ce en étroite coordination avec les Centres de coordination des opérations de sauvetage, acteurs étatiques, et non-étatiques.
Intitulé “Code de Conduite volontaire pour les Opérations de Recherche et Sauvetage entreprises par les ONG en Méditerranée » (original : «Voluntary Code of Conduct for Search and Rescue Operations undertaken by civil society Non-Governmental Organisations in the Mediterranean Sea”) , la première édition du document a pour intention de devenir la base d’un développement rapide et itératif avec autant de parties prenantes que possible, et ce incluant les institutions européennes, agences, associations maritimes et de pêche, et forces militaires.
Rédigé en étroite coordination avec de nombreuses ONG, le projet mené par Mélanie Glodkiewicz est fondé sur les principes de base de l’aide humanitaire, la Convention internationale sur la Recherche et Sauvetage maritimes, le droit international, et le document d’orientation de la Recherche et Sauvetage de la Fédération Internationale de Secours Maritimes (International Maritime Rescue Federation).
Cette nouvelle publication pose un jalon, et constitue un point de départ pour une approche plus globale entre ONG dans le secours de migrants et réfugiés en mer Méditerranée. Elle vise également à apporter plus de transparence pour une meilleure compréhension des actions des ONG par d’autres acteurs.
La publication encourage le partage et le développement des procédures opérationnelles et standard conjointes. De plus, celle-ci développe le concept de coordination pré-opérationnelle de terrain, incluant un accord volontaire fondé sur des principes opérationnels de base entre intervenants du terrain avant que la coordination formelle de l’opération de Recherche et Sauvetage (« RS ») ne démarre selon les Conventions de RS et maritimes bien établies.
David Hammond, CEO de Human Rights at Sea a commenté la publication comme suit : « Avec un mouvement de masse de personnes sans précédent vers l’Europe, la coordination à tous les niveaux est essentielle pour agir efficacement, et pour protéger les droits fondamentaux en utilisant une approche globale pour aborder cette question. Ce nouveau document de référence volontaire a pour but d’amener les personnes autour d’une table, d’arrêter les distractions inutiles visant les ONG, et la promotion de la coopération efficace entre tous les acteurs étatiques et non-étatiques. »

Es wurden neue NGO Richtlinien für die Koordination der Such- und Rettungsaktionen im Mittelmeer publiziert.
Human Rights at Sea hat heute ihre ersten freiwilligen NGO Richtlinien für die Mindeststandards veröffentlicht, mit dem Ziel, das Niveau der gemeinsamen Koordination und Zusammenarbeit bei den humanitären Hilfsmaßnahmen in der Mittelmeerregion zu steigern, in enger Abstimmung mit bereits eingerichteten Rettungsleitstellen sowie anderen staatlichen und nichtstaatlichen Akteuren.
Unter dem Titel: A “Freiwilliger Verhaltenkodex für Such- und Rettungseinsätze unternommen durch zivilgesellschaftliche Nichtregierungsorganisationen im Mittelmeerraum” die Erstausgabe des Dokuments soll eine Grundlage sein zur schnellen standartisierten Entwicklung mit womöglich vielen Mitstreitern, einschließlich der europäischen Institutionen, Agenturen, Schiffahrts- und Fischereiverbänden und Militärkräften.
Entworfen in enger Zusammenarbeit mit zahlreichen NGO Vertretern und unter der Projektleitung von Melanie Glodkiewicz, beruft sich dieses Projekt auf gängige Prinzipien humanitärer Hilfe, vorhandene Übereinkommen über den Such- und Rettungsdienst, das geltende Völkerrecht sowie die internationalen Richtlinien für Such- und Rettungsaktionen der Internationalen Gesellschaft zur Rettung auf See (International Maritime Rescue Federation).
Die neue Veröffentlichung setzt ein Zeichen und liefert den NGOs einen Ausgangspunkt für einen umfassenden Ansatz zur Migranten- und Flüchtlingsrettung auf See. Sie soll ferner für mehr Transparenz sorgen zur Verständnis des Handelns der zivilgesellschaftlichen NGOs.
Die Veröffentlichung soll den Austausch und die Entwicklung der gemeinsamen operationellen Standardverfahren ermöglichen. In diesem Zusammenhang wurde ein Konzept entwickelt, wonach vor dem Einsatz über die Koordinierung der Sofortmaßnahmen entschieden wird. Darin enthalten ist eine freiwillige Handlungsprinzipien Grundsatzvereinbarung der einzelnen Einsatzkräfte, vor dem Gebrauch der üblichen operativen Koordinationseinheit der Such- und Rettungsaktion unter den bewährten Such- und Rettungsaktionen und des Seerechtsübereinkommen.
David Hammond, Vorstandsvorsitzender von Human Rights at Sea, merkt in diesem Zusammenhang an, dass “Mit der beispiellosen Massenbewegung von Menschen nach Europa, die Koordinierung auf jeder Ebene eine entscheidende Rolle spielt, um unter Einsatz eines umfassenden Konzepts zur Bekämpfung dieses übergreifendes Problems, wirkungsvoll handeln und das Grundrecht schützen zu können. Diese neuen freiwilligen Richtlinien haben zum Ziel, Menschen an einen Tisch zu bringen, die störenden Ablenkungen, hervorgerufen durch Angriffe auf die zivilgesellschaftlichen NGOs, zu beenden, sowie die Förderung der effektiven Zusammenarbeit zwischen allen staatlichen und nichtstaatlichen Akteuren.”

Δημοσίευση νέου ΜΚΟ εγχειρίδιου για το συντονισμό Έρευνας και Διάσωσης στη Μεσόγειο Θάλασσα
Σήμερα, η ΜΚΟ, Ανθρώπινα Δικαιώματα στη Θάλασσα, δημοσίευσε το πρώτο εγχειρίδιο για ΜΚΟ που στοχέυει να προωθήσει τη βελτιωμένη συνεργασία και συντονισμό των προσπαθειών των Κέντρων Διάσωσης, κρατικών φορέων και ΜΚΟ για την αντιμετώπιση της ανθρωπιστικής κρίσης στην περιοχή της Μεσογείου.
Ονομασία: ‘Εθελοντικός Kώδικας Συμπεριφοράς για Επιχειρήσεις Έρευνας και Διάσωσης από ΜΚΟ στη Μεσόγειο Θάλασσα’ η πρώτη έκδοση του εγχειρίδιου στοχεύει να θέσει τις βάσεις για τη γρήγορη ανάπτυξη συντονισμού με τη συμμετοχή διαφόρων φορέων, όπως οι Ευρωπαϊκοί Θεσμοί και Οργανισμοί, νατυλιακοί οργανισμοί, οργανισμοί αλιείας και ένοπλες δυνάμεις.
Το εγχειρίδιο συντάχθηκε σε στενή συμεργασία με ΜΚΟ υπό την καθοδήγηση της Melanie Glodkiewicz, και βασίζεται σε αναγωρισμένες ανθρωπιστικές αρχές διεθνούς δικαίου, στη Διεθνή Σύμβαση για τη Ναυτική Έρευνα και Διάσωση, και τη διεθνή καθοδήγηση της Διεθνούς Ομοσπονδίας Θαλάσσιας Διάσωσης.
Το νέο εχγειρίδιο καθορίζει πρότυπα και προσφέρει ένα αρχικό σημείο αναφοράς για μια πιο ολοκληρωμένη συνεργασία ανάμεσα στις ΜΚΟ που συμμετέχουν στη θαλάσσια διάσωση μεταναστών και προσφύγων. Επίσης στοχέυει να αυξήσει τη διαφάνεια και κατανόηση των επιχειρήσεων διάσωσης των ΜΚΟ και άλλων μη κρατικών φορέων.
Η δημοσίευση του εγχειρίδιου υποστηρίζει την κοινή ανάπτυξη Πρότυπων Διαδικασιών Επιχειρήσεων. Επίσης, συμβάλει στη βελτίωση προσπαθειών συντονισμού πριν και κατά τη διάρκεια των επιχειρήσεων διάσωσης και προτείνει την εθελόντικη συμφωνία βασικών επιχειρησιακών αρχών ανάμεσα στους συμμετέχοντες στις επιχειρήσεις διάσωσεις με σκοπό την υιοθέτηση επίσημων αρχών συντονισμού βασισμένες στις αναγνωρισμένες αρχές της Διεθνής Σύμβασης για τη Ναυτική Έρευνα και Διάσωση και άλλες διεθνείς συμβάσεις ναυσιπλοϊας.
Ο Διεθνής Σύμβουλος της ΜΚΟ, Ανθρώπινα Δικαιώματα στη Θάλασσα, David Hammond, δήλωσε ‘Με τη μαζική και άνευ προηγουμένου μεταφορά ανθρώπων που προσπαθούν να φτάσουν στην Ευρώπη δια μέσου της Μεσογείου, κάθε στάδιο συντονισμού είναι εξαιρετικά σημαντικό για την αποτελεσματική προστασία των ανθρωπίνων δικαιωμάτων και την αντιμετώπιση του προβλήματος. Ο σκοπός του εγχειρίδιου είναι να ενθαρύνει διάλογο, να θέσει τέλος σε άσκοπες επιθέσεις εναντίον των επιχειρήσεων των ΜΚΟ και να συμβάλει στην προώθηση αποτελεσματικής συνεργασίας ανάμεσα σε κυβερνήσεις και μη κρατικούς φορείς’.
